Robert J. (Bob) Boyd, Esq. is the President and CEO of the Independent Colleges and Universities of Florida. ICUF is an association of 30 four-year, non-profit, SACS-accredited colleges and universities in Florida. Before becoming ICUF’s President, he served as ICUF’s General Counsel since 1995. Mr. Boyd is the first ICUF president to have graduated from an ICUF institution, Rollins College, where he received his BA in History in 1985.

Mr. Boyd is also the President and CEO of the Florida Independent College Fund (FICF), the fundraising arm ofICUF, and is the Executive Director of the Higher Educational Facilities Financing Authority (HEFFA), the statewide bonding authority for non-profit, independent Florida institutions created in statute by ICUF in 2001.

Prior to becoming the President of his long-time client ICUF, Mr. Boyd was a successful attorney and lobbyist practicing primarily in the areas of governmental affairs, education, aviation, underground storage tanks, and administrative law and he remains AV Rated by Martindale-Hubbell.

Mi-. Boyd has extensive experience representing clients before the Florida Legislature, including representation ofICUF, the Professional Educators Network (PEN) of Florida as their General Counsel, the Association of American Publishers (AAP), the Book Manufacturers Institute (BMI) as their General Counsel, the Florida Council of Catholic Bishops (FCCB), the Catholic Archdiocese of Miami, Quantera Hydrogen Gasification LLC as their General Counsel, the Higher Educational Facilities Financing Authority (REFF A), the Florida Independent Colleges and Universities Risk Management Association (FICURMA), the Florida Council oflndependent Schools (FCIS), the Florida Association of Academic Nonpublic Schools (F AANS), and the Sarasota Manatee Airport Authority (SMAA).

Mr. Boyd was appointed by Governor Jeb Bush to the U.S. Office of Civil Rights Partnership Team with Florida on Minority Higher Education and is a former member of the Business/Higher Education Partnership of the Council of 100. Mr. Boyd was also appointed by the Department of Environmental Protection Secretary to the Technical Advisory Committee for Florida’s Underground Storage Tank Program and by the Secretary of the Department of Highway Safety and Motor Vehicles to the Citizens Motorcycle Safety Council. Mr. Boyd has also represented many charter schools in Florida and he was the charter school attorney for one of Florida’s first six charter schools approved by the Legislature and was the attorney in the first ever successful charter school appeal before the Florida Cabinet in 1999.

Mr. Boyd received his undergraduate degree, Cum Laude, from Rollins College (1985), where he also served as Student Body President in 1985, and his law degree, With Honors, from Florida State University College of Law (1988).

Mr. Boyd is a member of the Florida Bar and Washington, D.C. Bar, the United States Court of Appeals for Eleventh Circuit, as well as the United States District Court, Middle District and Northern District.
